大陸方面今次考慮以全國政協為平台，推進兩岸共同紀念辛亥革命100周年，是有意迴避兩岸中央和地方正統之爭，1940年代國共談判時平台即是政協（舊政協）。

消息稱，大陸方面希望首先實現「胡馬會」，藉辛亥革命100周年之際，兩岸最高領導人共同參加紀念儀式，實現非正式會晤，地點可選擇辛亥革命發源地武漢，至於正式會談地點，則可能選擇香港。

任用宰相，權在皇帝。任用諫官，則權在宰相。諫官之職在諫皇帝，不諫宰相，也不得彈劾朝廷百官。彈劾朝廷百官是御史台的職分。照唐代習慣，宰相見皇帝討論政事，常隨帶諫官同去。遇皇帝有不是處，諫官即可直言規正。如此則宰相與皇帝雙方有一緩衝，可免直接衝突。而諫官職分，本來又是要他來諫諍的，所以他盡直言也不會得罪。即使得罪了，宰相可以把他免職降黜，一面顧全了皇帝面子，一面不致牽動到宰相之自身。至於那諫官呢？他也不怕罷免，橫豎一小官，罷免值不得什麼，而他可博得直言敢諫之譽，對他將來政治地位，反而有益。這些全是中國傳統政治裡面運用技術的苦心處。惜乎現代人只把舊傳統一口罵盡，再也無心來體味。

費利克斯·馮·盧克納爾

年輕時代的費利克斯·馮·盧克納爾，在第一次世界大戰中因率領一艘舊式帆船海鷹號捕獲大量敵船而成為德國的戰爭英雄。

費利克斯·馮·盧克納爾伯爵（Felix Graf von Luckner，1881年6月9日－1966年4月13日），德國貴族、海軍軍官、作家。是一位以綽號「海上幽靈」（Der Seeteufel）而聞名的航海家——他的全體船員被稱作「皇帝的海盜」（Die Piraten des Kaisers）——從1916年到1917年，他曾指揮SMS 海鷹號（SMS Seeadler）帆船襲擊了大量敵方商船。

盧克納爾在每場勝利的戰爭中，都竭力避免雙方人員的任何傷亡，這使得他成為了一個英雄，同時被戰爭雙方譽為一個神話。盧克納爾在率領海鷹號的8個月內，共擊沉14艘敵船，俘獲462名敵人，其中1人在作戰中死亡，而他的部下則無一傷亡。

On September 9, 2002, filmmaker Bart Sibrel, a proponent of the Apollo moon landing hoax theory, confronted Aldrin and his granddaughter outside a Beverly Hills, California hotel. Sibrel confronted Aldrin, stating “You’re the one who said you walked on the moon and you didn’t” and called Aldrin “a coward and a liar”. Aldrin responed at this point by punching Sibrel in the face. Beverly Hills police and the city’s prosecutor declined to file charges after other witnesses reported that Sibrel had initiated physical contact. Sibrel suffered no permanent injuries.

I think the core of your question is about the development of democracy in China. I believe when it comes to the development of democracy in China, we talk about progress to be made in three areas:

No. 1: We need to gradually improve the democratic election system so that state power will truly belong to the people and state power will be used to serve the people.

No. 2: We need to improve the legal system, run the country according to law, and establish the country under the rule of law and we need to view an independent and just judicial system.

No. 3: Government should be subject to oversight by the people and that will ask us, call on us to increase transparency in government affairs and particularly it is also necessary for government to accept oversight by the news media and other parties.

There is also another important aspect that when it comes to development of democracy in China, we need to take into account China’s national conditions, and we need to introduce a system that suits China’s special features, and we need to introduce a gradual approach.

詹姆士一世（英文名James I）（1566年6月19日－1625年3月27日），英格蘭國王，1603年3月24日到1625年3月27日在位，同時也是蘇格蘭國王詹姆士六世（英文名James VI），1567年7月24日到1625年3月27日在位。

1603年，蘇格蘭國王詹姆士六世登基為英格蘭國王，從此英格蘭國王及蘇格蘭國王統一為一位君主。1707年，兩個王國合併為聯盟，成為聯合王國。

當1603年伊麗莎白一世駕崩後，都鐸王室也就跟著結束，由於伊麗莎白沒有子嗣，所以由蘇格蘭國王詹姆士六世繼位，成為英格蘭王詹姆士一世。 雖然英格蘭與蘇格蘭在同一個國君統治下共組共主邦聯，但是兩個王國仍然保持分離狀態。

President and the state

As the President is legally China’s head of state, he is responsible for China’s foreign affairs. Since the early 1990s, the President has generally been responsible for establishing general policy and direction for the state and leaves responsibility for the implementation details to the Premier of the People’s Republic of China, who is the head of government. In marked contrast to the system of the Soviet Union where the head of state was a powerless figurehead, the Chinese Presidency has grown to be quite a powerful position.

Also since the 1990s, it has been general practice for the President to also serve as the General Secretary of the Communist Party of China.

It is key for the general secretary to seal his power by adding the presidency to his powerful collection of titles. This effectively removes any power tension between the top communist leader and the Head of State.

The Premier is responsible for organizing and administering the Chinese civil bureaucracy. This includes overseeing the various ministries, departments, commissions and statutory agencies. Significantly, the Premier does not have authority over the People’s Liberation Army. In recent years, there has been a division of responsibilities between the Premier and the President of the People’s Republic of China in which the Premier is responsible for the technical details of implementing government policy while the President gathers the political support necessary for government policy.
